Objetive:

Help local governments and community-based organisations anticipate, understand and analyse changes in their neighbourhoods to prevent displacement and create opportunities and assets for disadvantaged communities.

Methodology:

The guide presents a context that includes aspects such as the influence on local politics and dynamics of expulsion of the population with lower incomes.

It also provides 7 tools to analyse and anticipate changes in neighbourhoods and thus act from an equitable development perspective, especially with regard to changes in the real estate market that may affect low-income populations.

Opportunities and limitations:

The guide includes support material such as sample questionnaires, instructions and tables for performing analyses.

It considers the social implications of changes in the housing market.

It was created in the context of the USA, it may not be applicable in its current state to other settings such as Europe.
