Objetive:

Make available to local administrations and other agents a methodological framework for the development of local urban rehabilitation strategies.

Serve as a guide in these processes by providing tools to help each of the phases: diagnosis, design, implementation, assessment and monitoring. 

Methodology:

It presents a series of tools and indicators for the phases of an urban regeneration process.

This begins with the definition of general and specific objectives, the delimitation and prioritisation of areas of intervention, the definition of a governance model, temporal planning of actions, and finally dissemination, collaboration and participation.

Opportunities and limitations:

Although focused on diagnostic indicators, it proposes the inclusion of citizen participation tools in the analysis phase and in the evaluation and monitoring of rehabilitation interventions.

It is a very extensive document that is relevant as a review of recent tools and as a methodological framework, but is very theoretical for implementation in specific projects.

Density/occupancy of housing (average people/household).
Rate of households with 1 or 2 people > 65 years.
Rate of single-parent households.
Immigration rate (from outside the EU).
Unemployment rate.
Number of buildings prior to 1940.
Percentage of residential buildings with an unfavourable technical building inspection.
Number of dwellings with an area < 40 m2.
