The European Reference Framework for Sustainable Cities

United Nations
2008

Link to the resource: http://rfsc.eu/

Format:
Web application
Target population:
Local administrations and citizen associations
Objetive:

Help administrations or other local organisations to prioritize objectives and to analyse and monitor their projects from the perspective of integrated, sustainable urban development.

Methodology:

The user is guided through a series of steps: from the conception of the project and identification of objectives and priorities, to the evaluation of the project and subsequent monitoring after its implementation through indicators.

It allows you to choose between three possible frameworks to carry out the analysis: the United Nations’ Sustainable Development Goals, the European Framework for Sustainable Cities, and the ISO 37101 standard “Sustainable development in communities”.

Among the objectives and priorities, areas such as the environment, economy, spatial design, governance and the social field are distinguished.

The specific actions of the project are then evaluated in terms of citizen participation, inclusive education or stimulation of a circular economy, among others.

Possible discrepancies between the proposed objectives and the expected impact of these actions are made visible.

Opportunities and limitations:

In an orderly and visually attractive way, this tool can be used to evaluate a project in terms of its alignment with sustainability criteria, from its conception to its evaluation and monitoring.

It can be a resource for urban management by linking specific projects and actions to global agendas that are often difficult to translate at the local scale.

Indicators:
Distance (m) between public housing and public transport.
Level of social diversity in new developments and urban regeneration projects.
Percentage of active mobility (walking, cycling).
Mechanisms for evaluating the quality of processes in public administration.
Number of population groups participating in participatory processes.
Level of air pollution.
Quality of drinking water.
Number of campaigns to prevent the most common health problems at the local level.
